Glen Eira: New planning controls approved for Carnegie centres

The Victorian Government has approved new Activity Centre Plans and planning controls for Carnegie, Murrumbeena and Hughesdale as part of the Stage 1 Train and Tram Zone Activity Centres program.

The new controls apply to three key activity centres within Glen Eira City Council, all located along major public transport corridors. These centres have been designated as Stage 1 Train and Tram Zone Activity Centres, reflecting their strategic importance for transit-oriented development.

The approval introduces updated planning frameworks that will guide future development applications in these areas. Carnegie, Murrumbeena and Hughesdale are positioned along the Frankston railway line and benefit from established tram connections, making them priority locations for higher-density residential and mixed-use development.

For developers, these new controls provide updated planning pathways and development parameters for projects in these three centres. The Activity Centre Plans will influence building heights, land use mix, and design requirements for future applications.

Developers with existing or planned projects in Carnegie, Murrumbeena or Hughesdale should review the new planning controls to understand how they may affect development feasibility and approval processes.
